to their vicinity to inhabited areas, there still remained the right to hold Military exercises over it. The area marked 'c' on the plan consists of elevated land which would form admirable building sites for European houses in the event of the large park becoming an accomplished fact. Its area is about 27 acres. A wide road between the houses and the park would afford access to the houses and help to complete the system of Kowloon roads.
4. No difficulty was experienced in dealing with the Range for Police and Volunteers as it was not safe for the new Carbines with which they were about to be armed, and the Military Ranges had already been declared unsafe except for shooting on one of them at 200 yards range. The Naval Authorities, who with the Hongkong Rifle Association share the most easterly Range which is the only safe one for long range firing, were not consulted as it was not deemed possible at the time to find them a Range elsewhere.
5. As regards the Military Authorities, the Government at first approached them only on the subject of the 11 acre area; and the reply of the General Officer Commanding, on March 1st, 1899, was that while he had every desire to meet the convenience of the Colony as far as possible, there were so many demands both present and prospective on the land referred to, that it was impossible to accede to the application.
6. The subject was revived in 1900 by the Mixed Military and Civil Committee which was appointed to endeavour to arrive at a settlement of certain outstanding questions
